Hi
The old employees can't resort to this action. It is the management Prerogative to fix salary of a new employees. Discuss and try to convince. Don't revise the salary of old employees. This will give way for bad precedence. Otherwise take action against old employees

""It is the management Prerogative to fix salary of a new employees. Discuss and try to convince.""
Management must exercise prerogative also in a reasonable manner.
Did these two new employees bring something additional in form of knowledge, qualification etc.?
The fact that new employees are hired for the same job at higher pay will create unhappiness.
Management will have to try and convince old employees and not see it purely from discipline angle alone.
