To be engaged or not engaged and to what extent are decisions an employee makes based on how much the employee "feels" that management cares for, respects, and values that employee. Activities will make a short term bump up in engagement, but long term have no or even a negative effect. If you want to achieve the highest level of engagement, follow the dictates of this brief video from the CEO (the most important player) down.
