Please fame & implement Employee General Guideline based on your existing HR rules and regulation and try to convince them about its importance to the organisation.
Distribute Employee Hand Book and Office Manual for their corporate guideline.
Start to implement Quarterly or Half yearly evaluation process. Appreciate the best performer in front of all. Start Prize Distribution & Award Ceremony for your organisation.
Try to motivate the people and ask them about their family. Greet on their (Employees) birthday and marriage anniversary day.
Above all try to attend their marriage ceremony and be present on death of their nearest one. So that they can realize that not only they but also their family is important for the Company.
That definitely create an invisible and invincible attachment bond between employee and employer which in turn value their moral work culture and their loyalty towards the Organisation.

Apart from implementing HR Rules & regulation ,which are mandatory for HR & organisation . Undrstand human psychology that every person needs recognition , appreciation ,opportunity to learn & develop . No body can do better , become professional unless they are help to learn & trained .
Provide maximum number of opportunity to get self development trainings . Give maximum numbers of positive feedbacks before pin pointing negative ones..
Become informal if necessary ,avoid becoming more formal & inhuman .
Negative thing can be changed with positive behaviour & techniques . Use punishment in exceptional person case . Believe that every want to become more professional & fruitful. recognition, training appreciation some of the very powerful tools to change the behaviour .
