if an employee still working with the organization and due to some financial issues ( attending MBA Courses ) he is requesting high management to en cash part of his final settlement,what will be the HR Proposal ?

Your question is not answerable. As long as he continues to be in employment where is the question of his part settlement. Unless he resignes the job there is no question of settlement arise. He can approach the management for a loan to complete his studies which normally any organisation will agree as it is beneficial to both the employee as well as the management.
