Administrative charges are payable on pay (i.e. Basic, DA & RA) and not on PF / VPF amount. This pay on which administrative charges are payable, is a pay to other than excluded employees. This means the pay is kon which PF/VPF is deducted.
You are requested to refer the explanation to Para 30 of EPF scheme.
