I am currently working with Firm A. Firm A is acquired by Firm B. Also I am leaving Firm A to join Firm C. Ideally Should I go for Transfer or withdrawal of PF account?

If firm C is covered by PF, you should go for transfer only. If you join firm B and then leave that company to join firm C, then firm B will be the past employer and if you leave firm A before the merger of it with firm B the present, firm A will remain the past employer for effecting transfer.

(like years of experience) for applying Scheme Certificate?

While transferring your pension fund also will be transferred. Scheme certificate is obtained in such cases where the Provident Fund is closed and the pension fund is allowed to remain alive. If you have 10 years (9 years and 6 months) of pensionable service you cannot close the Pension fund account and in that situation obtaining scheme certificate along with withdrawal benefit of Provident Fund is the only option available. At the same time scheme certificate can be obtained even if the service is less than 10 years.
