I suppose you are the one in HR dept.
Just see the main requirement of your company.In my view you cannot start from Performance Management / T&D. Obviously it would be required but later on.
You can start from personnel file then its MIS.
Design leave Policy
Time Office
Design Holiday list for 2013 as this year is about to end.
Policy on Recruitment, Payroll etc.
Later on you can make Policy Handbook for the company.
Also try to make MIS of all most every thing.Later on it will make your work easy.
Based on situation and time you will have to adopt things what you need to do.

(a) Start documenting your policies related to the following:
(i) Leave Management
(ii) Working Hours & Attendance management.
(iii) Discipline & management of disciplinary cases.
(iv) Salary Fixation Norms, increments & bonus (ie, compensation policy).
(v) Separation from the company (Notice Period etc...)
(vi) Recruitment Process.
(b) Prepare a standard Format for 'Offer Letter' & 'Appointment Letter'.
(c) Prepare an 'Excel Format' to maintain employees data (based on the information contained in the resumes).
Keep reviewing the above from time to time, but always take approval of the management of all the policies prepared by you.

1. Go thro' the links what U see on the right side of your computer screen. All these links of citeHR provide your enough guidelines in the matter.
2. Are U free to decide and act upon whatever necessary and essential as per legal provisions of various Acts applicable to U ? Or you may have to consult someone higher up take his orders. Much would depend on what is practically necessary and to do.
3. Is your firm a Proprietorship firm or a partnership firm, or a Company or what?
4. Have U anybody else in the administration to take care of other matters and Finance/Accounts ?
5. Does your firm has plans to grow much bigger from now on or what ?
6. As thinks stands now it appears that your firm should get registered under Andhra Pradesh Shops & Establishment Act within 30 days of commencement. First pl.carryout and follow other steps. Keep posting your doubts for guidance from seniors & experts
