Begin by outlining the kind of environment you want to create, the kind of work place you want to develop. It could be anything from a labor camp where there is someone breathing down on everybody's neck with detailed procedures for everything and stringent punishment if that process is not followed, where people always have one eye at the watch and the focus is on fulfilling the processes not the actual work or you can create a structure with minimal bureaucracy, minimal policing - a place where people want to work because they are treated with respect and fairness.
Create a long term vision document for the HR organization - focus on small, practical tasks which you can do to improve the work environment and make it strong enough to grow and flexible enough to not kill personal initiative.
