Hi,
Don't get scared. You need not start all the assignments at the same time, It's a process. Imagine like setting up a new home. You first need to have a basic data of employees, create relevant policies and eventually prioritise and take baby steps to ensure that you do not to burden yourself and the staff. Staff will have lot of expectations. Start one to one interaction, group talks and do some activity to communicate your role to all as you may face some intial resistance. So acceptibility will be your no.1 goal.
If they accept you as a facilitator your assignments will be a smooth drive.
You see I have been doing that for last three companies and it getting challenging and exciting everytime. I bet you have the best role to perform.

Dear if you want to start HR department in your organization then first of all just clearify your all over hierarchy, and Department setup on the basis of this you will be capable to set a hierarchy of your HR department , so your first step should be clearify the organizational goals, then difine your profile.
