If I understand you correctly, you want to draft a communication to the MD of a manufacturing company requesting for a plant visit by a visiting foreign delegation.Most companies do not encourage such visits unless and until there is a a very perceived benefit or business opportunity for them.
Now the issues involved are
1. Drafting the letter
2. Giving a compelling reason for the plant visit
3. Indicating / sharing the possible benefits to the MD and his company as a result of this plant visit.
Since you have shared very little information about your role in facilitating this visit or about the delegations interest in this visit, I would not be able to give you a suitable reply.

Perhaps you can add the delegation strength and also explain who is who ?
Sometimes the inviting organization could be selective in inviting the guests.
For example they may invite a Marketing executive and not a R&D executive.
