Please, advise that if, a Contractual Employee gets absorbed in the the Organization's system and is appointed as a full time employee, then would this be considered as a continuation of employment or a fresh appointment ?

From date of joining in company pay roll. Because he was employed on contract and as contract gets expired, employment as fresh employee on company roll.
(Only in case of Trainee, then considering training time and appoint on probation.)

If by contractual employment, you mean employment for a fixed term, then by regularisation his date of joining will be the date on which he started his employment under the fixed term contract and not the date of his regularisation. On the other hand, if you mean employee under a contractor and later on absorbed as your employee, then the employee employer relationship is said to have started on the date on which he has become your employee, that is the date of his absorption into your pay roll.
