It is a certificate issued to you by your employer stating the details of the salary you have earned and the tax deducted on your behalf and paid to the government .
I received a call from X Employee requesting to provide form 16 ?

Hi
I am not clear on your queries.
You mean as X Employee. Means X employee he is the previous employee is asking Form16 of Current Employer? For what purpose they are asking? New employer may ask Form 16 if you are looking for change of job.

I understand like this.
One employee left your company and asking for Form 16 for the TDS deducted from his/her salary. You should provide the form 16 to the ex-employee whether TDS is made or not.
