I came across a client who's having a serious problem while dealing with Group D employees.
Group D means Peons. They mis-behave with female employees and do not obey HOD's. Management couldn't take any action coz of fear of loosing employees.
Is their anyway through which behavior can be changed or improved.

You have to initiate disciplinary action against the errant employees to curb these bad tendencies and nip them in the bud. If you choose to ignore it there will be more indiscipline, this one really is serious so you can issue a chargesheet for insubordination and and set an example.

I do not know what you people are talking. someone misbehaving with a female employees, and you say that you (organization) are helpless, you are timid /cowhard and nothing else.
If this happens to your sister working in some other organization, what would you do. She can go to police station if she wants, if you (and organization) are not taking action. You want that to get published in the newspaper and you become talk of the town?
And you fear people will be leaving. If something happens to our fellow (female) employees and you are not able to take action - though you have all legal ways to do - I presume there is seriously wrong with your organization (may be doing something which is against ethical business practice which these people know, who will disclose this to others, if you take action on them).

mR. Balaji is right in saying that the management has become impotent. Is this the way to run a company? HR doesn't mean you should be goody, goody to every one. Management has to be strong and if any misbehavior is observed especially with female employees, this has to be dealt with severely. Keeping quiet for fear of losing such employees shows that the management is weak. Further the peons will come to know of this and they will jolly well intensify their antics. You are giving them scope to do all this under the nose of the management! Don't buckle under pressure. Show that management is strong. Take such action as deem fit to teach them a lesson.
A good suggestion has come from Mr. Saikumar. Avoid recruiting lady employees in future, if you feel you are not able to handle these class 4 employees. Ab initio recruit people who are of good behavior and filter unwanted and undesirable ones. In this way you can reduce your headache.
