I want to prepare a competency matrix for testers, by which we can evaluate ourselves and can set our improvements needs.

you will need to read Thresh hold trait analysis, Quan Com model and how to define a "behaviorally anchored rating scale"....
then you should be in a position to define a rudimentary model ...

one needs to understand what competence is first.. for that Quan com, TTA are good reference/ reading material..
Quan com is actually one of the most popular models, initiated in healthcare sector..
next we need to convert subjective/ expert opinion into objective data ie thru BARS... (this method is used everywhere be it competence designing or environment impact assessment)
am "certified performance and competence developer" from CAMI, this is the best way i can suggest...
once you are through i can help by reading your definitions/ chosen competencies whether they are right or not.
