1 Contract Labour (R & A ) Act 1970
Sec 4 a to every establishment in which twenty or more workmen are employed or were employed on any day of preceding twelve month as contract labour
Sec 2 (1)(b) a workman shall be deemed to be employed as contract labour in or connection with the work of an establishment when he is hired in or in connection with such work by or through a contractor with or without knowledge of employer.
Sec 2 (1) (c) "Contractor" in relation to an establishment, means a person who undertakes to produce a given result for the establishment other than a mere supply of good are articles of manufacture to such establishment, through contract labour or who supplies contract labour for any work of the establishment and includes a sub-contractor;
Sec 2(1) (e) Establishment means
(i) any office or department of the Government or a local authority.
(2) any place where any industry, trade,business,manufacture or occupation is carried on;
Sec 12 (1) Licensing of contractor (1) With effect from such date as the appropriate Government may, by notification in the Official Gazette, appoint no contractor to this Act applies, shall undertake or execute any work through contract labour except under in accordance with a licence issued in that behalf by the licensing officer.
The Labour Law (Exemption from Furnishing return and Maintaining Register by Certain Establishment) Act 1988
in this act define the small establishment is not less then ten and more than nineteen very small establishment means employed on any day of preceding 12 month not more than nine
its define the maintaining the form and register only not licensing limit act listed in schedule is for maintaining the document for register etc
