Dear Dine,
Retaining Allowance means an allowance payable for the time being to an employee of any factory or other establishment during any period in which the establishment is not working for retaining his services. Retaining allowance is payable to all employees in all seasonal factories like sugar factories.

In our company employees basic salary is above 7500, if there salary is below 6500 after leave deduction in any month, EPF is applicable ? (employee strength more than 20) Sandeep

If there are more than 20 employees then, naturally, Pf will be applicable to the establishment. At the same time, if all are getting Basic salary (PF qualifying salary) of more than 6500 right from the beginning then none will be covered. For reason that an employee received less than 6500 due to leave without pay, he will not come under PF cover.
