how many holidays - national holidays and festival holidays are allowed under shops and establishment act Delhi

As per Shops and Establishment Act List of Holidays are differentiated into two types.
1. National Holidays
2. Festival Holidays
or can I treat both the above as Common Holidays under National Holidays!!!! please explain Sir.
