Dear Abhay,
In my opinion HR department is to make the arrangement & through whom it is to be seen by them. It is upto you that you may assign this work to the secuity personnel. Any of the securityman who is trained in first aid may be asked to perform the work of in-charge of this box. In my view when the law enforcing agency will visit your factory then your team will satisfy him regading this compliance.

Safety, health, environment and welfare are not topics for protracted deliberations but to be managed with will.
For statutory and/or administrative reasons we have different departments and designations. Ultimately effective management of these functions is the absolute responsibility of the occupier.
With the spirit of splitting hair you need not check on statutes in assigning responsibility with regard to safety or welfare of employees. Though provision of first aid boxes comes under welfare per statutes (F.Act 1948) safety officer has to ensure that all emergency measures including FA facilities are in place. SO will have to accept this responsibility and manage the FA Boxes, inspect it frequently and arrange for replenishing exhausted items with the help of those who are entrusted with each box in various departments. If not as statutory responsibility he has to consider it as his moral responsibility.
Most statutory provisions are not to current requirement. If a SO will act strictly on the basis of statutes he is unfit for the position. He has to look beyond and enlarge his vision.
Scope of safety is unlimited.
If the SO is not willingly accepting the responsibility to manage FA Boxes the occupier can so decide and demand the SO to manage it. SO has to accept the occupier’s directions since occupier is the ultimate authority with regard to statutory provisions.
In fact if he is a real safety minded safety officer he will volunteer.
I am sorry to say that a safety designate resisting such responsibilities is unfit for the post.
Again HR has no role in maintaining FA Boxes as such.
This issue comes up only in India. Just think of it too !

Dear Abhay,
There is no harm to keep any records related to First Aid.... but it's not the HR's job.. it's admin who looks after the same.
But if in your organisation HR & Admin dept both are treated equal than it become HR's responsibility too....

When same thing I told my My S.O. he agreed on that but he wants that involvement of other is so much important . He also asked us to do counterchecking if he is goint to maintain all that or He will countercheck our dept. if we are going to maintain that.
As per my S.O. Examiner & Examinee wiill not be same if we want to maintain all time updated status PERTICULARLY IN SAFETY.

THe practise seems to differe from country to country. Some regulations specify the duties of the SO but some countries seem to leave it to the company to decide by management the arrangements for such.
For big companies they have safety department independly so the duties are clearly to that department.
For most companies, they may employ a safey officer under HR so it is HR Department's responsiblity. It is seldom that the SO stands alone.
First Aid is a welfare provision needed under most country's regulations so it is a HR Responsibility to provide and manage. It may be delegated to site departments to manage these at site but the final responsiblity should remain under HR.

Good discussion already taken place on the topic... However I feel like sharing the system we are having in our plant for managing first aid facilities.
We are having health centre, a medical officer and two staff nurses... As a central agencies Safety Department one time intended the First Aid Boxes and distributed to all departments... One of the staff nurse will check all the first aid boxes and refill required medicines ones in a month. If any department need medicines before this they are contacting the medical officer and get refill the required medicines.
