1 Prepare a Charge Sheet showing the charges against the accused.
2 Appoint an enquiry officer to investigate into the matter.
3 If the charges are proved then inform the accused about findings of the enquiry officer and ask the accused through issuing a Show Cause that why a particular penality or penalities not be imposed upon him. Also give him a oppurtunity of personal hearing.
4 If the authority is not satisfied about his explanation then the penality is imposed.
