The same question was referred to me many years before.
Answer still remains the same. Safety Officer need not be a qualified engineer.
How ever a qualified safety engineer can be safety officer if he prefers.
A Safety Engineer must have engineering qualifications, where as a Safety Officer need not.
Though the title differs in most industries they play the same roles
Now the answer to your question.
Safety Officer has certain well defined duties and responsibilities. He has to just take care of only those.
In the case of a Safety Engineer: He has to visualize, conceive, design, prototype, try out, modify, communicate, and convince.
There is no other answer to this question.
