I have served as Area Sales Manager (Sales Department) In a MNC. I submitted my resignation with 30 days notice. My resignation was accepted by my line manager. Later on NOC ( from business partners) was asked from me to get the relieving letter. I have already taken up a new assignment with another MNC. During my notice period i already submitted all company documents, Laptop, cleared my mobile bills and posted/submitted the relevant documents and articles to the concerned departments. However NOC from the business associates have been demanded by the line manager which is getting difficult as my geography of operation was extended in associated states (West Bengal and Orissa). I want the relieving letter ahich is being denied by my former organisation citing Non submission of NOC from business partners. I want to understand can an organisation stop the issuance of Relieving letter despite the fact that all company articles and documents were submitted and receivings were taken from the concerned deptts. please help.

Is such clause mentioned in the Appt letter. If not then if the handover is complete the company cannot hold the relieveing letter. I hope you have your documentation in place for your exit like acceptance of your resignation, F&f receipt etc.
But to be on safer side, write an email to the concerned demading the letter citing that you have complete all the formalities and NOC is not apart of the same.Let them reply on the mail and you can probably use this mail as a proof that despite of your clean exit the company did not give you the R letter because of the NOC(which is not a part of exit formalities). Companies do such tricks purposely.
Don't worry and do well in ur new assignment.
