First of all i want to tell you that you have chosen a very good question according to the cuurent scenario.....
There are so may reason but some of the reasons are:-
1) Companies want to reduce the costs which occur in the complete/ sophisticate process.
2) Internal recruitments help complanies to easily trust the new employee to the company(Reference).
3) It saves time.

I do agree with your first reason, that internal recruitment tools seem cost effective. However the second one, i guess is not relative because we are discussing a tool and not about employee referrals.
The third is the most interesting and intriguing, I want want to know how would a clumsy internal recruitment tool save your time.
