As far as I know there is no such amendment to Section 1 subsection (3) of the Industrial Employment (Standing Orders) Act, 1946.
Section 1 Subsection (3) reads as under :
"It applies to every industrial establishment wherein one hundred or more workmen or employed, or were employed on any day of the preceding twelve months".
Still the same is being continued.

Standing orders Act vary from state to state and there is a separate Industrial Employment (Standing Orders) Act 1947 of Central Government too. Accordingly the Model/Standard Standing orders would also vary though majority of the sections would be common. You will have to see which Act applies on you. Most likely it is of the respective state.
