You mean to say that one full prove system is installed by the Principal Employer in his premises to check & control purpose. I do not feel there is no harm if the said generated documents endorse by the contract Agency in his signature & seal even with a covering letter of his office pad of the agency.

there are 02 things -
first - if you talk about the legal then practically it is not possible because law always says that there should not be any relation between the PE and contractor. Contractor labour act is a separate act; but for applicability of contractor labour , may be it will a query by the concern labour dept. for using the PE software for creating the monthly invoice, and mostly company is following this procedure due to faith and accuracy.
Second- IF we talk about the printing statutory requirements by the PE , then it does not create any connection . How can it be prove that all statutory forms are created and printed by the PE. Main Job pf PE is only take care of the dues and other legal formalities done by the Contractor . its different thing either it is done by the PE or by contractor or any other third party.

Labour contract Act says about the rules and regulation and their implementation between the PE and the workers engaged as contractor employee . there is no any law says about the printing the statutory forms .
