A lot of IT companies collect the original relieving letters from the new joinees and return back as per the timeframe specified.
I think there is nothing illegal in this kind of practice but from the employee perspective initially it may appear unusual.
If the software company you propose to join is a well-know establised organisation you do not have to fear about loosing the certificate etc. Typically there are a lot of certificate forging cases prevalent including relieving letters hence companies apply this mechanism to control forgery.
I have worked for one such company in HR and we used to collect the relieving letter as a part of the recruitment process and we would return the same at the time of relieving the employee. This was to control uninformed exit.

Some of the organisation while joining procedure of employee demand original document also along with xerox copies. And the the original they return to the person concern within prescribe fixed period. This is because that during the same period you do not use those relieving letter with other organisation. This helps to prevent the employer that such newly recruited employee not to leave the job in such period.
If you not wishing to submit the original relieving letter of immediate previous employer, you should need to consult to the authority concern for submission of xerox attested copies.

Submission of photocopy of relieving letter is a common pratice in any of the organisation.But normally every organisation verifies the original reliving letter and return back to the employee after proper background check.But it's totally unehical to keep original document for 3 months.I think it's the only organisation in India who is practicing such kind of policy.This is not at all mandatory.Because there is no such provision prescribed to keep any of the original document of an employee.
