Exit interview is generally conducted to take feedback from the resigned employees to use such data to refine the HR policies. When the employee is terminated on any ground such as inefficiency or any indiscipline, exit formality from such terminated employee is not needed since disciplinary action is initiated and final action of termination is taken.
For terminated employees F&F settlement shall generally be done on the same day due to the reasons - (1) the management wants to terminate the relationship on the day of termination itself (2) any delay in settlement money may lead to dispute from terminated employee.

Purpose of exit interview is to understand how an employee feels / felt about the organization as long as he was employed in the organization. The feedback given by him will help the employer understand how is he doing, whether any issues or points that need to be addressed. Hence though an en employee is terminated, there is nothing wrong in doing the "Exit" interview, some points that need employer's immediate attention might emerge.
When you terminate an employee (assuming you have adhered to all procedures), whatever legitimate dues to be paid to him, MUST BE PAID IMMEDIATELY.
