In consideration with Archan's Point you can design a survey form - in which the employees can jot down their views about the management, HR practices and about their feeling towr=ards their company, also leave an option for their suggestion to improve the management and Hr practices.
Also consider bhaskar's comment:
Please create the employee friendly atmosphere in working environment. Normally Highly motivated employees will not leave the organisation without any valid reason.
Please note that recession is all over now and there tons of vacancies in the market, and any employer will attract your employee if your employee is underpaid, dissatified, disappointed, being tortured, inconvience, unfriendly atmosphere etc etc.

Hi Ashlesha,
I would suggest you start taking `Open forum' kind of a meeting where only employees will participate once /twice a month on particular day. Create an atmosphere where they will open up with issues. Invite them to do it on one-to one basis also if not comfortable in group. This will facilitate you to suggest solutions on the spot which can heal them ...similarly, you can discuss with your management team the serious reasons and solutions you think best fit to it.
Also a step forward, you can have same session with their functional managers to put up problems their subordinates are facing. It may sound a time taking process where you have to break your head...but if the idea is liked and well established, it will give you result in the long run.

Hi Ashlesha,
I understand your dilemma with the people and the management...
I used to arrange Coffee with Archna session during such difficult times, where my team members used to arrange a coffee with random employee one at a time thrice a week for half an hour to 45 minutes. It used to be a pure talk session and the employee used to share most of their problems.
Try doing this with you bosses, or CEO/MD.
Another solution can be to arrange an open house session with the MD/CEO or whosoever is their in the management.
ANd as Kaval has suggested, drill down and do analysis.

While appointing the employee it is suggested that the agreement is executed by the company binding on the employee to compulsorily continue the services during that period. In the interim, company, by promoting the interests of the employee may blocking a minimum of two years services within the company. During this period, by implementing interesting policies to the interest of the employees, the employer may hold the employees with their consent for a longer period of time.

Dear Ashlesha,
This is a symptoms which shows that something wrong happening on either side employer or employees.
Discuss with your line manager and employees to see the satisfaction level and expectation from the company. Prepare for long run. You have to use your skills as you know what is best for your organization.
