Trained First aiders are responsible for mintaining first aid Boxes and it should be ensured that the trained First aiders are updated by St Johns ambulance and these first aiders are available during all the shifts.
The Resposiblity of HR is to arrange for Training of first aid.

Section 45 deals with First Aid Appliances. Please read this section. It will give you the the information you are seeking.
Also, go through the Factory Rules. I am sure you will find a complete list of items you need to keep in a First Aid Box.
It is also important to have some staff trained in First Aid. St. John's Ambulance are a good agency who coduct such training.

Dear all,
In our plant too, We have medical team who take care of first aid boxes & checks it on every sunday.Initally for the first time SO provides it than medical take care of it. A small diary is also kept there(which is maintain by area incharge or who so ever using that first aid box), if some one is given first aid from this box is also recorded. So that we can also get a idea what type of small incidences are going on & necessary precaustion can be taken.
For eg: in our melting & casting section the consumption of eye capsules were very high means forign particle fall in eyes( Dross is present there which falls in eyes of causal labours ) So we have made use of safety goggles mandatory for that reagion. Now things hv improved.

safety is every ones responsibility...by arraging a first aid box in site even it is by safety officer or hr the goal is same ...preserve life ,prevent detereoration and promote recovery.
Any way i never seen hr taking responsibilty of first aid.
Responsibility of first aid materials and record is for male nurse or docter appointed by the company or certified first aider.They use to make the first aid requirements such as materials and mediciens;also some organisation take approval from hse manager before purchasing any items to make sure about materials meet the hse standards of country.
Duty of safety officer is not to place firstaid his duty is monitering ,information and reporting.so if there is no sufficient first aid box he have all write to take action such as stop work /warning letter/improvement letter or giving oral advice to place it in time.he also have all the write to inspect the first aid room and facilities at any time.

Your statement is like "Safety is the Responsibility of Safety Officer" as per Factories act , not like "Safety is everybody's Responsibility"
If your statement is true and is in Practice , It is sure that there is degradation of Safety culture at workplace.
I think in abroad and even in Indian MNCs , First Aid Box belongs to respective departments /Sections and maintained by them that has to be provide by HR/Admin.
This is the Duty of the Safety Officer that these First Aid Box are full of amenities and Personals are trained enough to provide the First Aid whenever required.
There are many officiates who had made Safety Officer's Job according to their conveniences and views.
Let Us forget about Act and Rule and think about basic necessity of the Safety Officer/ Manager in a company -
1. In the earlier era when management was not so much skilled and there was a single Occupier of the Company and an accountant cum overall manager was rounding around him to manage all the affairs , employees have less rights, hard Jobs, No injury Preventions and off course No loss Prevention , No HR policies.
2. By the time Rapid industrial developments when injury rates were high and losses were wast , Occupiers and Human Right Organizations started thinking about a tool which can prevent these losses/fines. hence Safety/Health/Loss prevention Department originated.
3. Earlier time It was the duty of the occupier to ensure Safety of its employees at work and also in present.
4. In initial time a person was to be designated as a Safety Officer who will take care of Hazard Identification , communication and Training of the employees.
5. When it was realized that A designated Specialist can take care of employee's Health , Safety and Environmental status, persons was being appointed as a Safety Officer.
The Safety Officer is a Person who Ensure Health, Safety of the working employees by identifying hazard at work and communicate them to concern to correct them on behalf of the Occupier, provide Trainings to learn, conduct audits to check.
The Safety Officer is a Person who acts as a third Party Auditor to conduct audit of the facility and find out the non compliance and report them to occupier for correction . If Safety Officer itself manage the First Aid Box than he is not an auditor , he is an auditee itself !
In short if you make a Safety person accountable for safety of workplace, Instead Responsible for the workplace. Than Who is the single person in your organization having right to identify the incorrect work practices and point them?

Here are two scenario-
FIRST SCENARIO
Tom - A safety officer and managing the First Aid Boxes of entire plant A PER FACTORIES ACT.
Harry- A workman whose departmental first aid box to be filled and maintained by Tom.
Tom a Safety Officer pointed to Harry a Workman that why you are not wearing PPEs ? You can get injured !
Harry replied " Tom forget about my PPE first tell me where is the Burn Spray of my department's first aid Box . (Clash in communication command)
Tom - " I checked , it was there last time ".
Harry- " If you can not maintain a Burn Spray, how you can point me for PPEs ? I will report about you to the management ,
RESULT- NON COMPLIANCE
SECOND SCENE
TOM- A safety Officer , Conducting checking of first aid box with the department head.
Tom- Hey Harry ! why you are not wearing PPEs ? you can get injured !
Harry- " Tom there is no burn spray in the first Aid Box ? First check it.
Tom- I had a checklist and checked the same with your department head and Yes It is to be placed in Your first aid box. I will do followup of same.
Please wear the helmet otherwise I have to write in observation book and be present in next First Aid box training.
Result- Compliance.
So which method you prefer , it is your wish . But always remember, compliance required .
