In my opinion balank space indicates the 'blank mind' of the applicant.
A smart applicant will fill with 'Not Applicable' whereever not applicable.
As Bhaskar puts it ,the applicant at the end declares the facts.
One should aviod a 'blank space' to avoid any suspicion of the viewer.

And then we must have our own person in all the department and in quarters area too, who will bring us all the information regarding any issues being discussed between the workers and other people. They will further communicate to us. With that lead we can proceed further and before the issue comes in limelight we can sort out the issue and so that we can even avoid big strike, walk out, agitation, etc.
