The meaning of "tenured" is appointed for life and not subject to dismissal except for a grave crime. Do you have employees with lifetime employment?
What exactly is the nature of harassment? Did anyone raise their voice against the harassment?

However, a grievance-handling mechanism must be created. If the company does not have a proper procedure to handle the grievance, then there is a chance of it being pushed under the carpet.
