Leave encashment not paid and not adjusted with my notice period

HI

I have resigned and serving notice period, I have PL 45 Days, My company not enchasing my leaves and not adjusting with my notice period, I am asking them they said is management decision

Is there any rule for adjusting leaves and enchasing for my earned leaves
