I've resigned on 12th of August and the company released me on 15 of August by holding 2 month incentive and salary of 15 days.
Are they liable to pay incentives, leave encashment and remaining 15 days salary with 45 days of relieving the company as I've left the organisation on 15 days. They didn't asked for any notice period to be served and I became jobless.

You are eligible for your dues. Though you resigned voluntarily you were relieved by the company within 3 days from the date of resignation. So you can ask for dues and also can demand notice period payment. Check your appointment order for notice period clause. If either party to give 30 days then your company is liable to pay the balance days notice period salary as well apart from other dues.
