Not able to file ESI delayed Return for Sep.19 Because of the new Notification

Hi, Because of the new Notification, I m not able to file the delayed Return for Sep.19.
I forgot to file for Sep.19 but continued to file for Oct.19 / Nov.19 and now i was trying to file for Sep.19 but in vain.
The contribution is just nominal so little carelessness shown in it. Could some one help me to resolve the issue.

Thanks Kumar, The attached notification for addition of Employee with in 10 days of the appointment. But the issue is making payment in case of delayed for Sep.19 and not allowing now.
