I have completed 30 days notice period as per my terms of my employment policy. I had take sign of HOD on my resignation letter before 30 days. But HR person has not agreed with the same and trying to extend notice period. it will be impact on my clearance.In that case, can I take any legal action? Or what action should be taken against the same??

Why you want to take out gun? Write mail to HR guy mentioning content of notice period clause & request him to relieve on correct date. Be cool in whatever you do. If HR doesn't listen approach your HOD & get the issue resolved.
BTW obtaining signature on resignation letter is acknowledgement of your resignation letter, it does not mean that it is accepted. Acceptance is intimated by issuance of relieving letter.

Dear Nitin,
Why is the HR trying to extend the notice period? What are his reasons to extend the same? Had you not kept the HR in loop, when you rendered your resignation? Has the HR just been informed about the same?
Before we all can answer, can you provide us with the entire scenario.
