There is no any rules for salary structure or breakup. It is part of the organisation policy but still you may have to follow certain guidelines form Minimum wages, Income Tax act etc..

See PF enforcement officers maintain a fixed ratio that they assume as Basic + DA portion of the salary. They take 50% as fixed slab. Now HRA according to Income Tax is 50% of Basic + DA. Transport Allowance is 1600 Rs / month allowed under income tax. So you can get the idea of how we do the segregation.
