One of my colleague who has forced to resign by the management and he is on 30 days notice period. Now management is saying that you will not get for incentive because you are on notice period. But the incentive is pending for the last years Q3 & Q4, which should disburse in the next respective quarter.
Can anyone suggest what to do in this case?

Sandeep, Please speak with your HR team and sort this out, rather than asking us. Worst case, you need to approach a labour inspector for help.

If you can prove that you were forced to resign, which is illegal, you can challenge the termination. If you do not want that, you can move on. However, you are entitled to incentive for Q3 and Q4 irrespective of the present situation. Please demand your dues in writing and depending on the response of the employer, you can take appropriate steps.

Giving an incentive is the decision of the management
There is no inherent right to it, irrespective of whether it was in your CTC
So if the management Decides that they will not pay the incentive to a particular employee there is nothing you can do, except if it was a part of a union settlement.
It better to forget it an move on to the next job
