Dear Usha,
In simple terms this is an unorganized way of dealing with people. Offering and then backing off. It may somehow lead to definition of cheating. You should immediately consult you current employer and apologize for resigning due to personal stress and then withdraw your resignation. You may withdraw your resignation immediately if so far it's unaccepted. Do not share what exactly happened with your current employer as this will add to nothing but may create chaos unnecessarily.
Though you may take up the matter but that won't be a good idea of working with such kind of employer who don't value human values. What kind of human resource practices they would be having if they withdraw vacant position just like that. Instead you should be happy you were saved from entering into a wrong Organisation.
Warm regards,
Umesh Chaudhary
