Dear Radhika,
first formulate all the HR Policies like,Travel,Leave,Exit, etc.
Your company hr manual should contain all the details starting from the welcome message(should provide company details to new joinee),selection procedure, joining formalities, all the policies till exit formalities.
Include all the formats in the hr manual required for en employee.
You can start with the welcome message then company profile, your company vision, mission & values, hr policies, eligibilities & working conditions & terms of employment.
For leaves you can provide leaves once employee completes probation.
pl-21
cl-4
sl-5.

Dear Radhika,
You can implement the leaves as follows
Yearly PL - 42
Yearly SL - 10
the leaves shall be calculated as 3.5 per month, and the earned leave will be the balance and from the balance leave employee can avail it more than the leave balance it will be treated as Loss Of Pay(LOP)
for sick leave 3 days can be approved without medical certificate after 3 days medical certificate would be compulsory or else it will not be approved.
* sick leave of 10 will be credited at one no monthly calculation for that.
