Though the Contract Labour (Regulation and Abolition) Act is a central Act, the appropriate authorities under the Act are either the State or the central depending upon the nature of industry. Therefore, in respect of establishment whose appropriate authority for the purpose of settlement of disputes under the Industrial Disputes Act is the central government, the central government is the appropriate authority under the CLRA Act also. On the other hand, if it is state government for Id Act, then state will be the authority under the CLRA Act also.
Registering authorities are also appointed by the appropriate authorities and their jurisdiction will be as notified. Since it is always state specific, one registration or licence covering all states is not possible. You have to obtain different licenses for engaging contract labour at different locations.
