i wanted to know is there any law or precedent under which it is stated that granting of Earned leave to employees is mandatory? If there is any then please tell me about it.

Bombay S&E Act provides encashment of leaves under Sec 35(2) in conjugation with Sec 36. The encashment of leave is only possible upon exit & not stipulated on a yearly basis. However some employers pay it on a yearly basis too for any un utilised leave over & above the carry forward limit. It depends upon Co to Co.
